-? ':-., \- ~j
t'VJ

Article II(2) of the Criteria for Coordinated Long-Range Operation of
Colorado River Reservoirs, promulgated by the Secretary of Interior in June
1970, states that ,,,hen Lake Powell active storage is less than Lake Mead
active storage, then the objective shall be to maintain a minimum release
from Lake Powell of $.23 million acre-feet for that year. Lake Powell
active storage was less than L~(e Mead active storage during the 1976-77
water year, and the flow at Lee Ferry, consisting of Lake Powell releases
plus Paria River inflows assumed to average 20,000 acre-feet a year, con-
formed to the Operating Criteria by slightly exceeding the specified release.

Operating statistics of the river for the ~Iater year 1976-77 are
presented in Tables 1 through 6. These follow ,nth accompanying discussions.

Table 1 shows the measured flow at key stations. The first three
stations listed in Table 1 represent over 90 percent of the ,flow into Lake
PO\"lell. As has been the case for a number of years, flous belou Davis Dam
uere limited to meeting the consumptive use requirements of the United States
and the Uexican Water Treaty delivery requirements.

TABLE 1

MEASURED FLO\'l IN COLORADO RIVER AND
TRIBUTARIES FOR WATER YEAR 1976-77
(Thousands of Acre-feet)

Station

Me asured Flow

Upper Basin

Green River at Green River, Utah
Colorado River near Cisco, Utah
San Juan River near Bluff, Ut~1
Colorado River at Lee Ferry

Lower Basin - Colorado River

2,764
1,$73
5$4
$,2$1

Near Grand Canyon
Below Davis Dam
Below Parker Dam
At Northerly International Boundary
above Morelos Dam

8,514
8,058
6,718

1,514*

*For Calendar Year 1977, the flou at the Northerly Inter-
national Boundary \^las 1, ~.69, 000 acre-feet and was part of the
1944 /lIexican Hater Treaty minimum obligation of 1,500,000 acre-
feet annually.
