i~
~

earlier decrees have been divided by sale and others combined by

purchase. The total number of ditches having decreed rights is now

72. These are listed with their various decrees, their priorities

/

and points of diversion in Appendix A. ~~ile in some cases ditches

with more than one priority may function as a single organization

others do not. In the case of each of the two larger ditches, the

Florida Farmers' Ditch and the Florida Canal, there are subsidiary

organizations consisting of the owners of enlargement stock who

operate independently of the main ditch organizations and do not

share in the benefits of senior right o~nership.

The project water right for storage is, of course, junior

to all existing rights, but there is no conflict with prior rights as

fj,~1
'.i,~r",
,{,~Z;

the proposed reservoir can be filled each year from winter and surplus

flood run-off. There are at present only two active reservoirs below

the proposed Lemon Reservoir, the Florida Mesa, or Pastorious Reser-

voir, with a capacity of 970 acre feet, and the Shaull Reservoir, with

a capacity of 9 acre feet.

On the Aninas River below the mouth of Florida River, the

New Mexico Public Service Company operates two hydro-electric plants,

one at Aztec diverting 200 second feet and one at Farmington diverting

220 second feet. Storage water for the Florida project would not inter-

fere with the operation of these plants during the winter and spring

seasons when the reservoir would be filled. Summer releases may be ex-

pected to improve plant operation in the low flow season. There are no

storage developments on the Animas River below the mouth of Florida

River. No rights on San Juan River below the mouth of Animas River

would be adversely affected by the proposed development.

33
