<br />. <br /> <br />. <br /> <br />With regard to these issues, the U.S. Geological Survey (USGS) is expected to complete its <br />work on the accounting surface and release a report to the public in early Swnmer 2000. <br />Communication between the City of Needles, CRB staff, and Reclamation is taking place to resolve <br />how much of Needles' 3,500 acre-feet entitlement for Project water will be available for others' use <br />in Phase J. Reclamation is working with Needles to subcontract with non-federal Project <br />beneficiaries in Imperial, Riverside, and San Bernardino Counties. Also, the methodology of <br />notifying potential recipients of Project water is being formulated. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Adaotive ManalZement <br /> <br />Reclamation has announced that it intends to proceed with implementing low swnmer steady <br />flow (LSSF) test releases of 8,000 cfs from Glen Canyon Dam this swnmer. The forecast is for 85 <br />percent of average runoff this spring making the test release possible. The LSSF will begin in June <br />and continue through September provided there is no significant change in the runoff forecast. The <br />purpose is to provide stable flows to maintain backwater and wetland habitat through the swnmer. <br />The test program will be monitored by the Grand Canyon Monitoring and Research Center to <br />determine the effectiveness of the program. <br /> <br />I have included in the Board folder, as an informational item, a memorandwn from Mr. Mark <br />Schafer, acting Assistant Secretary for Water and Science, to the Commissioner of Reclamation and <br />the Director of the USGS placing the administration of the Grand Canyon Monitoring and Research <br />Center under the administration of the USGS. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />On April 51h, the State Water Resources Control Board (State Board) held a public hearing <br />on the Final Report on the 1999 Review of the Water Quality Standards for Salinity-Colorado River <br />System. There was no public comment at the meeting. However, a letter from the San Diego <br />County Water Authority was entered into the record in support of the Final Report. The Final Report <br />is on the consent calendar of the State Board's April 261h meeting.
