The Agency Managers are continuing to evaluate various surplus criteria that meet <br />California's water supply needs identified in the Plan as well as address the comments provided by <br />the other Basin states. With regard to the Plan itself, a working draft of the Plan was sent to each <br />Board member and alternate last week for review. The Plan and the process for additional review <br />and distribution will be discussed during the Executive Session. I am hopeful that we can <br />incorporate the Board's comment into the Plan and then release it to the Basin states and others for <br />review and comment. <br /> <br />An initial draft of the Environmental Factors Report has been prepared by the consul!3nt, <br />Science Applications International Corporation/Jones & Stokes, and was delivered to each Board <br />member and alternate on Aprill3lh for review and consideration. Comments on the draft were due <br />to the consultant by April 18th and a second draft is expected to be available for review by April 21 ". <br />Once the Environmental Factors Report is finalized, it will be integrated into California's Colorado <br />River Water Use Plan. <br /> <br />As you are aware, part of California's Plan is seepage recovery from the All-American Canal. <br />Included in the Board folder is a sampling from the seventeen letters that have been received from <br />various politicians, agribusinesses and ditch companies in the Mexicali area concerning California's <br />intention to concrete line the All-American Canal and transfer the conserved water to the coastal <br />plain. These form letters have been sent to other state agencies, to the Governor's Office. and to <br />representatives from the other Colorado River Basin states. I have been in contact with the person <br />in the Governor's Office who is preparing a response for the Governor. He has agreed to let me see <br />a draft of the letter before it goes out. I have also sent him several background documents. <br /> <br />Basin Statesffribes Discussion <br /> <br />Basin States Meeting <br /> <br />Significant progress has been achieved in reaching agreement among the states on the <br />proposed interim surplus criteria. Two meetings of the principals and one meeting of the technical <br />representatives have been held with representatives from the Basin states and Tribes. The first <br />meeting of the principals was held on March 22". to brief them on the status of California's <br />Colorado River Water Use Plan as well as discuss proposed interim surplus criteria. Following the <br />March 22". meeting, the technical representatives met on April 5th to make actual computer runs to <br />compare the impacts of using various surplus criteria. It was determined that there was little <br />difference in the impacts between the criteria being proposed by the other Basin states and the <br />criteria being proposed by California. The differences were more philosophical than physical. <br />During the second meeting ofthe principals, held on April!!th, the technical committee reported its <br />findings to the principals. It was concluded that only a few differences remain, and that with one <br />more meeting of the technical committee and one more meeting of the principals, we should be able <br />to reach agreement. <br /> <br />The next meeting of the technical committee was scheduled for April 27'h, and the next <br />meeting of the Basin states and Tribes principals is scheduled for May 9, 2000. <br /> <br />4 <br />
