<br />iii <br /> <br />Foreword <br /> <br />The paper "The Water Situation in the Lower Rio Grande Valley of Texas" <br />prepared by Tate Dalrymple, Esq., who is serving the Court as Special Water- <br />master in the stream segment litigation now pending in the 93rd Judicial <br />District Court of Texas, sitting at Edinburg, Hidalgo County, Cause Number <br />20,576, styled State of Texas, et aI, vs Hidalgo County Water Control and <br />Improvement District Number 18, et al, was prepared to consolidate and illus- <br />trate factual matters in evidence in the case from the most reliable sources <br />available. <br /> <br />This paper was prepared not for the purpose of advocating any particular <br />litigants' claim or position, except such as actual facts ~ ultimately <br />influence the final decision in this cause. <br /> <br />It is the opinion of the undersigned that the information contained <br />herein is of great significance to all persons interested in the economy of <br />the Lower Rio Grande Valley, either direct or indirect, depending on waters <br />of the American share of the Rio Grande River for their existence. This <br />information should be studied by all persons particularly in regard to the <br />risk involved in various alternative solutions apparently available to the <br />Court. <br /> <br />Mr. Dalrymple, a graduate Engineer (B.S. in C.E.) of the University of <br />Texas, served in the U. S.
