<br /> <br />III. BACKGROUND <br /> <br />A. Definitions <br /> <br />Authorized Projects - Those projects for which Congress has passed <br />legislation authorizing construction. <br /> <br />Basins of the Colorado River - The Colorado River Basin is divided into <br />Upper and Lower Basins as shown in Figure 1. The term "Upper Basin" <br />means those parts of the States of Arizona, Colorado, New Mexico, <br />Utah, and Wyoming within and from which waters naturally drain into <br />the COlorado River system above Lee Ferry. The term "Lower Basin" <br />means those parts of the States of Arizona, California, Nevada, <br />New Mexico, and Utah within and from which waters naturally drain into <br />the Colorado River system below Lee Ferry. The term "Lee Ferry" means <br />a point in the main stream of the Colorado River 1 mile below the <br />mouth of the Paria River. <br /> <br />Colorado River Storage Project (CRSP) - Initiated by the Colorado River <br />Storage Project Act (Publ ic Law 84-485), April 11, 1956. The Act <br />authorized construction of four storage units (Wayne N. Aspinall Unit <br />in Colorado, Flaming Gorge Unit in Utah, Glen Canyon Unit in Arizona, <br />and Navajo Unit in New Mexico) and associated transmission. <br /> <br />Divisions of the CRSP Marketing Area - The boundaries of the Northern <br />and Southern Divisions were first established in the original 1962 <br />CRSP General Power Marketing Criteria, and they have undergone minor <br />modifications subsequently. The proposed new General Power Marketing <br />Criteria for the Salt Lake City Area Integrated Projects (CRSP, <br />Collbran, Provo, and Rio Grande Projects) would modify the boundaries <br />further. Figure 2 delineates the CRSP marketing area's Northern and <br />Southern Divisions, and the proposed new boundaries for the Northern <br />and Southern Divisions of the CRSP marketing area are shown in <br />Figure 3. <br /> <br />Funded Water Projects - Those projects which have received Congressional <br />appropriations for construction, including those that are only <br />partially funded. <br /> <br />Nonparticipating Projects - Those water projects located within the Upper <br />Basin ,States that are not entitled to receive financial assistance for <br />repayment from CRSP revenues. <br /> <br />Participating Projects - Projects authorized for construction that may <br />receive financial assistance for repayment from CRSP revenues. <br /> <br />5 <br />
