<br /> <br />N <br />ct:J <br />W <br />Q <br /> <br /> <br />FACT SHEET <br /> <br /> <br />- <br /> <br /> <br />The Colorado Nonpoint Source ManagementProgt~ is the second document re- <br />quired by Section 319 of the 1987 Water Quality Act; Its purpose is to provide an im-, <br />plementation strategy for the treatment of water quality problems identified in the <br />Colorad~ 1':!pnpoint Assessment Report; , <br /> <br />CJi';~;do's Nonpoint Source Management Program was fully approved by the,En- , <br />vironmental Protection Agency (EP A) on December 26, 1989. It was developed by <br />the Water Quality Control Division of the Colorado Department of Health, with assis- <br />tance from the Nonpoint Source Task Force. <br /> <br />WHAT IS A STATE ' <br />MANAGEMENT <br />PROGRAM? <br /> <br />Section 319 outlines the various components oran acceptable management program: <br /> <br />WHAT IS REQUIRED <br />IN A MANAGEMENT <br />PROGRAM? <br /> <br />. Identifiy best management practices (BMPs) which will reduce pollutant loading <br />from the sources listed in the assessment report, <br />. Identify those programs which will achieve implementation of the BMPs. <br />. Develop a schedule with annual milestones for implementation of the BMPs. <br />. Obtain certification from the state attorney general that the laws of the state pro- <br />vide the proper authority for implementation of the BMPs. <br />. Identify the sources of federal assistance and funding as well as other sources for <br />implementing the program. <br />. Develop a list of federal financial assistance programs and federal development <br />projects which the State will review for consistency with the state management <br />program. <br /> <br />Each subcommittee of the Nonpoint Source Task Force developed a separate manage- <br />ment program for their particular area of concern. In addition to the requirements of <br />the Water Quality Act, each management program specifically lists watersheds which <br />have been determined to be priorities for the state. Those watersheds are coJ!Sidered <br />to be the basis for developing projects for improving tbequality of Colorado Water, <br /> <br />The state's nonpoint source management program determines hllw water quality con- <br />cerns will be addressed. To be eligible for funding under Section 319, any proposed <br />project or watershed must be identlf'lCd as a priority in the management program. <br />This ensures th.aqhe efforts to improve water quality are focused on the most critical <br />problems in the state. <br /> <br />WHY IS THE <br />MANAGEMENT <br />PROGRAM <br />IMPORTANT? <br /> <br />Projects developed under the D,S. Department of Agriculture Water Quality Initiative <br />must also be recognized in the state management program. In addition, to be eligible <br />for funding under the Great Plains Conservation Program water quality emphasis, tbe <br />project must be identified in the management program. <br /> <br />Prepared by the USDA Soil ConselVation Service in cooperation with the Colorado Nonpoint Source Task Force.
