It has been distributed to the Commissioner of Reclamation

in Washington, the Chief Engineer in Denver, the field offices of

other Federal agencies, and to State and local agencies for review.

All review comments will be analyzed and the report will be

revised as necessary to become the final report of the Regional

Director. That report will then be resubmitted to the Commissioner

of Reclamation for formal processing through the Washington offices

of appropriate Federal agencies.

The report will then be reviewed by the Bureau of the Budget

to determine its applicability with respect to the Administration's

fiscal policy.

Eventually, the report with all formal revie'O comments will

be transmitted to the Congress of the United States where it would

be referred to the Interior and Insular Affairs Committees in the

Senate and House. Hearings are generally held by the subcommittee

and then by the full committee in the House and Senate. Meanwhile,

bills for authorization of the Narrows Unit probably will have been

introduced. If the full committees recommend approval of the Unit,

authorization bills will have to be approved by both the House and

Senate. The final bill will then be sent to the President of the

United States for approval or veto.

21
