This chapter sets forUl requirements and p:!.'ocedlJres for pre- <br />paring and processing statements of the environmental impact of Eureau activ- <br />ities. These instructions i1nplement applicable provisions of Section 102(2)(C) <br />of the National Emrirorunental Policy Act of 1960 (P. L. 91-190, 83 Stat. 852, <br />January 1, 1970), hereafter referred to as the Act; Section 2(f) of Executive <br />Order No. 11514 (March 5, 1970); and Ct:idelines issued by the Council on <br />Environmental Quality (36 F. R. 7724, April 23, 1971), Office of Management <br />and Budget Bulletin No. 72-6, and Departmental Manual Part 516. <br /> <br />The Act requires that environmental statements be prepared and subrnitted <br />with every recommendation or report en propo.3als for legi::::latic'n and for other <br />~q:c Federal actions significantly. affecting the qualit:! of the erL\.rironment. <br />Environment2.l statements are required for proposed actions with..major tC'nvi- <br />.romnentaJ impacts or which are "or may be 'highly ~ontrover,'3ial. <br /> <br />Each Reclamation activity that authorizes or otherwise provides for rnodiiic8.- <br />tion of the envirorunent, including the legal and adlninistrati'Je protection <br />afforded to it, must be carefully analyzed and assessed in regard to "its emri- <br />l'onrnental impact. Environmental statements Vlill be submitted to the Council <br />on Enviromnental Quality (CEQ) 0n alllegislati0n .or other proposed major <br />actions 'Nhich may result in sigllifk~ant charlges in the quali~y of the environ- <br />ment. The study and analysis suppo:::-ting eacr* environmental statement will <br />utilize a systematic interclisciplin2.ry approad1 that draws heavily on the <br />natural :?.nd social sciences, the en'Jironmental design arts, and current <br />evaluation procedures. <br /> <br />. 2 Applicability. <br /> <br />A. Actions Initiated after January 1, 1970. All Bureau actbities after the <br />effective date of the Act (January 1, 1970) which siCfniiicantly 3lfect the <br />environlllent, either by modifyin] it or by changing its legal or adnlinistra- <br />tive protE'ction, are subject to the provisions of this chapter.
