<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />j <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1998 COORDINATED RESERVOIR OPERATIONS <br /> <br />The purpose of this 1998 Coordinated Reservoir Operations Report is to summarize actual Reservoir Operations <br />that occurred during 1998 as a result of the CROS tearn efforts. The team intends to monitor the releases and <br />benefits to the endangered fishes of the Upper Colorado River mainstem, as a result of actual operations and to <br />verify or refine the interim study assumptions and results with real-time data. <br /> <br />It needs to be recognized that the net effect of the Orchard Mesa Check Settlement, and any dedication of water <br />from Ruedi or Wolford Mountain reservoirs, to summer augmentation may result in less water available to carry <br />over and use for spring peak augmentation during the following runoff season. The Recovery Program needs to <br />prioritize the use ofthese sources of water between summer augmentation and spring peak enhancement. <br /> <br />During the 1998 Water Year, the coordinated bypass of inflows was implemented for 7 days. The CROS tearn <br />will continue to address issues as necessary to accomplish the CROS goals. A total of 23,691 acre-feet was <br />released from the CROS reservoirs. These releases increased the peak in the 15 Mile Reach from 13,694 cfs to <br />15,100 cfs. <br /> <br />II. Responsibilities - Coordination Committee <br /> <br />A Coordination Committee was established to provide a forum to consider and plan for the annual coordination <br />of reservoir operations. The committee is currently composed of representatives from each of the participating <br />reservoir owner/operators, the Recovery Program, Fish and Wildlife Service, National Weather Service, Bureau <br />of Reclamation, Colorado Water Conservation Board, Colorado Division of Wildlife and the Colorado Division <br />of Water Resources - Division 5 Engineer's Office. The responsibilities of the involved agencies are as follows: <br /> <br />AGENCY RESPONSIBILITY <br />U.S. Fish & Wildlife Service Flow targets in the IS-Mile Reach <br /> Monitoring of endangered fish in critical <br /> habitat and influences on critical habitat <br /> Coordinate reservoir operations with <br /> CDWR and reservoir onerators <br />National Weather Service Develop list of forecast locations <br /> Provide runoff forecasts (peak volume, rate <br /> and time) <br />U.S. Bureau of Reclamation & SEWCD Annual operating Dlan for Ruedi <br />U.S. Bureau of Reclamation & NCWCD Annual operating plan for Green Mountain <br />& CRWCD <br />U.S. Bureau of Reclamation & NCWCD Annual operating plans for Granby, Windy <br /> GaD, and Willow Creek <br />U.S. Bureau of Reclamation - Loveland Organize meeting locations and times <br /> Prepare and mail press releases and <br /> necessary public notices <br />Colorado Water Conservation Board Co-chair meetings <br /> Coordinate mailing list development <br /> Access to CRDSS as recuired <br /> Coordinate annual reoort DreDaration <br />Division 5 Engineer's Office Co-chair meetings <br /> <br />4 <br />
