SUBJECT: Progress Report for June - Elkhead Feasibility Study

Our Iune work effort was directed primarily at Tasks 1, 3, 4 and 6.

Task 1 compr.ises Project Management and Administration.

Task 3 work comprised the aerial photography of the reservoir area and ground control
to support topographic mapping. As of the time of this writing we have not received any
invoices for these services from our subcontractors so this work is not reflected in the enclosed
invoice. The mapping is somewhat beh.ind schedule (I will guess about one month) and is the
critical path item at this point.

. Task 4 work included finalization of the geotechnical exploration plan and
commencement of drilling and sampling at the existing dam. As of the time of this writing we
have not received any invoices for these services from our subcontractors so this work is not
reflected in the enclosed invoice. .

Task 6 work was directed at operations studies. We participated in a TSG meeting on
June 15 in which various modeling assumptions were reviewed. We subsequently implemented
model runs deSigned to provide preliminary revised estimates of the contemplated draft of the
Juniper water rights under alternative administrative assumptions. The results of these runs
were to be discussed at the Iuly 7 TSG meeting.
