I have provided Doug with a preliminary report outline so that his Task 4
Memorandum can be integrated into the final report as conveniently as possible.

Charges to Task 5 reflect startup work by Muller on preliminary project design.
Charges to Task 6 reflect analysis of some model results pertaining to the use of the
Juniper subordination.

Charges to Task 7 reflect outlining and writing of sections of the Preliminary
Environmental Assessment. Ed informs me that we have nearly all the basic information
needed for the document and that several sections have been drafted. We are using the Bureau
and BLM NEPA compliance documents to guide the structure and content of the Preliminary
EA,

Charges to Task 8 reflect outlining and writing of additional material for the draft
Preliminary Biological Assessment.

Charges to Task 10 reflect preliminary steps at outlining the final project report as
mentioned above,

Charges to Task 11 reflect some time spent by Doug in review his diversion structure
materials and discussion about this year's plan for visiting structures.

Tasks 1, 3, and 8 have reached 75 % of their budget allocation and Task 4 has reached
97 % of its allocation. In the case of Task 1 and 8 I believe the remaining budgets are
sufficient barring unexpected developments in connection with the Biological Assessment.
Task 3 is nearly complete. Doug informs me that he is well underway on the writing of the
Task 4 Memorandum. '

Please do not hesitate to call me if you have any questions or comments on our April
work effort.

cc: Bob Norman
'qlOTlT iI 11 It

Hydrosphere Resource Consultants 1002 Walnut Suite 200 Boulder, Colorado 80302

j;L o__~
