The greatest <br />forgone benefits occur where the demands for ecosystem integrity, <br />recreation, and amenities are highest: near population centers and <br />transportation corridors, and in locations with generally high recreational <br />and amenity attractions. <br /> <br />':~{ <br /> <br />There are strong reasons to believe that the distortions will increase in the <br />absence of significant institutional change to allow resources to shift from <br />low-value to high-value uses that mayor may not be measured in monetary <br />terms.
