O'Mahoney (chairman) <br />presiding, <br />Present: Senators O'Mahoney (chairman), Kerr, Millikin, .and. <br />Malone. <br />Also present: Senator Schoeppel. <br />The CHAIRMAN. This hearing has been called to consider S. 1448, <br />introduced in the Senate on March 29, 1949, by Senator Johnson of <br />Colorado for himself, Senator Millikin, Senator Reed, and Senato~ <br />Schoeppel, a bill.to grant the consent of the United States to the <br />Arkansas River Compact. <br />The bill will be made a part of the record at this point. <br />(The bill is as follows:) <br /> <br />[So 1448, 8lst Cong., 1st sess.] <br />A BILL To grant the consent of the United States to the Arkansas River compact <br /> <br />Be it enaoted by the Senate and House of Representatives of the United States <br />of .America in Oongress Gssem1J.Jed, That the consent of Congress is hereby given <br />to the compact, sign9d (after negotiations in whi-ch a represnetative of the <br />Untted States, duly appointed by the President, participated, aud upon which he <br />has reported to' the Oongress) by the Commissioners' for the States of Colorado <br />and Kansas on December 14, 1948, at Denver, Colorado, and thereafter ratified <br />by' the legislatures of each of the States aforesaid, which said compact reads as <br />follows: <br /> <br />"ARKANSAS RIVER COMPACT <br /> <br />"The State of Colorado and the State of Kansas, parties signatory to this Com- <br />pact (hereinafter referred to as 'Oolorado' and 'Kansas', respectively, or indi-. <br />vldually as a 'State', or collectively as the 'States') having resolved to conclude a <br />compact with respect to the waters of the Arkansas River, and' being moved by <br />considerations of interstate comity, having appointed commissioners as follows :_ <br />'Henry O. Vidal, Gail L. Ireland, and Harry B. Mendenhall, for Colorado; and <br />George S. Knapp, Edward F. Arn, William E. Leavitt, and Roland H. Tate, for <br />Kansas' j and the consent of the Congress of the United States to negotiate and <br />enter into an "interstate compact not later than January 1, 1950, haVing been <br />granted by Public Law 34, 79th Congress', 1st Session, and pursuant thereto <br />the Pret;Jident having designated Hans Kramer as the representative of the <br />UIiited States, the said commissioners for COlorado and Kansas, after negotia- <br />tions participated in by the representative of the United States, have agreed <br />as follows: <br /> <br />1 <br /> <br />"'.' <br /> <br />:, ,,-' <br /> <br />.,.] <br />,'" <br /> <br />'I <br />iil <br /> <br />;":-' <br />-,,', <br />
