<br />~own too much, but he was very glad to have his obligations limited
<br />m that respect.
<br />It is provided that within 30 days after the consent of Congress
<br />becomes effective then he shall appoint this administration..
<br />It is also provided that, if the President wishes, he can appoint a
<br />representative of the United States Government. Of course, the
<br />main operation, the Caddoa Reservoir operation, which is the main
<br />feature of this compact, is controlled entirely by the Corps of Engi-
<br />neers of the United States Government.
<br />The CHAIRMAN. Senator Kerr, did you desire to ask a question? .
<br />.' Senator KERR.. I was just getting clear in my mind that as you
<br />reifer to Caddoa in this discussion you are referring to that which is
<br />in the compact referred to as John Martin Dam?
<br />Mr, VIML. John Martin Dam. I have been at it so long we have
<br />used that name "Caddoa." It was located at a pl'fce caller'!. Caddoa.
<br />Senator KERR. But it is the same as the John Martin Reservoir?
<br />Mr. VIDAL. It is the John Martin Reservoir, .John Martin Dam;
<br />58 miles .above the State line on the main stem of the river. If you
<br />are familiar with the situation, it is about 15 .miles above Lamar, Colo.

<br />Senator MILLIKIN. Judge Stone, whom do you suggest as the next
<br />witness?
<br />Mr. STONE. MI'. Chairman, before introducing the next witness, I
<br />wish to recognize that the Congress is concerned relative to the Fed-
<br />eral interests, as well as those inter~ts of the States. In the making
<br />of this compact, Gen. Hans Kramer, in our judgment, has per-
<br />formed an outstanding service. He has reco!l"!lized the rillhts and
<br />interests of the States; he has been fair in conSIdering those mterests.
<br />At the same time he haS been very vigilant in taking care of the inter-
<br />ests of the Federal Government and has. performed that most difficult
<br />task of getting CommissioI)ers on any compact over the rough spots.
<br />The next WItness appearmg here on behalf of Colorado and in sup-
<br />port of this compaet IS Gail L. Ireland, former attorney general of the
<br />State of Colorado. For many years . Mr. Ireland has been well
<br />a.cquainted with all of Colorado's water affairs and has served very
<br />effectively as one of our Commissioners.
<br />The gentleman who just appeared before you might be referred to
<br />as one of our "grand old men" in water matters, and I think he has
<br />demonstrated over the years that he has had a great interest in ami-
<br />cably adjusting the affairs on this river, even though, Senator
<br />O'Mahoney, he IS a lawyer.
<br />: Mr. Ireland will now appear on behalf of Colorado in support of the
<br />compact.

<br />Mr. VIDAL. Mr. Chairman, I omitted one thing I wanted to say.
<br />The report of the Federal representative is about as complete and
<br />as good a report as is possible; I think even better than ours, because
<br />he' approached it from a.different standpoint. It is apout as complete
<br />and,iair a report as you could have in lIllY similar matter., I cannot
<br />forego this occasion to mention that.
