<br />or any of its rights or jurisdiction in and over the area or waters which are the
<br />subject of such compact: Provided, That the-Chief of Engineers is hereby author..

<br />in a manner conformIng to such compact with such exceptions as he and the

<br />STATEMENT OF CLIFFORD H, STONE, DIRECTOR, OOLORADO WATER
<br />OONSERV ATION BOARD

<br />Mr. STONE. Mr. Chairman and members of the committee, my name
<br />is Clifford H. Stone. I am director of the Colorado Water Conserva-
<br />tion Board.
<br />The statement in support of S. 1448 on behalf of Colorado will be
<br />brief. I shall make a few remarks and introduce Henry C. Vidal,
<br />who is chairman of Colorado's Commission on the Arkansas River
<br />Compact, and then Gail L. Ireland, who is also a commissioner for
<br />Ooloraldo. The third commissioner representing Colorado is not
<br />hei'e. His name is Harry B. Mendenhall.
<br />Mr. Chairman, this should be a red-letter day in the history of
<br />the Arkansas River. . These two States, since 1902, until this compact
<br />negotiation was initiated, had been in almost constant litigation.
<br />Since 1945 the States have been engaged in compact negotiatIOns.
