Penrose Water District <br />by letter dated July 15, 1973, requested that they ~ot Teceive <br />water from the Fountain Valley Conduit. <br /> <br />Coordination with the Corps of Engineers has been initiated ,,'ith <br />respect with 404 compliance. On November 10, 1977, the ?ureau <br />requested concurrence in the determination that the conduit '.'as <br />permitted under provisions of 33 CFR 3234-3 (a) (1): Nation-lVide <br />Permit for Utility Line Crossings, The Corps concurred. See Page X-4. <br /> <br />The previous a1inement was opposed to some extent ry affected <br />parties along the previous alinement right-of-way. This '.'as <br />documented by preparation and submission of "A Position Paper rm <br />the 'Proposed' Route of the Fountain Valley Conduit System <br />through Four Mile," sponsored by East Canon City Four Nile <br />Citizen Committees and was released October "975. <br /> <br />Prior to the above release, the Fountain Valley Pipeline Committee <br />resolved on September 10, 1975, that the proposed relocation 'rom <br />Pueblo Reservoir to Colorado Springs be accepted. The ~inutes <br />of the September 10, 1975, meeting were transmitted and received <br />by the Bureau on September 15, 1975. At that time all ',ork on the <br />former alinement was stopped and work on the new route was cegun. <br />Major items in favor of the relocation were ease of construction; <br />elimination of sand and silt problems which would he encountered <br />at the Canon City intake; availability of Colorado Springs <br />owned water treatment plant site, and the new al~nement being <br />more compatible with Colorado Springs, Fountain, Security, <br />W1defie1d and Stratmoor Hills future plans and water nistribution <br />systems. <br /> <br />. <br /> <br />As work progressed on the new a1inement, public pressure ,ms <br />received to expedite the Fountain Valley ronduit. This .'as clone <br />by an article in the Colorado Springs newspaper, the ~azette <br />Telegraph, dated February 19. 1976. The article reported nn "he <br />action of the Colorado Springs City Council sitting as the Poard <br />of Utilities. The Board authorized the officials of the Depa.tment <br />of Public Utilities to make an appeal to the Bureau of Reclamation <br />in Washington, D.C. for expediting the releasing of funds for the <br />Fountain Valley Conduit. <br /> <br />X-2 <br /> <br />. <br />
