<br />. <br /> <br />. <br /> <br />. <br /> <br />5412 <br /> <br />CHAPTER VIII <br /> <br />IRREVERSIBLE AND IRRETRIEVABLE COMMIl1lliNT OF RESOURCES <br /> <br />Renewable and nonrenewable physical, biological, and social resources <br />will be irreversibly and/or irretrivably committed by ~onstruction <br />and operation and maintenance of the Fountain Valley Conduit. <br /> <br />Construction of the conduit will require the clearing of 770 acres <br />of land and the permanent loss of 10 acres for the conduit and <br />associated facilities. <br /> <br />Fuels, principally gasoline, diesel fuel, propane ~as, ~nd 'ubricants, <br />are expended during the construction of the conduit. Electrical <br />power, supplied either from existing sources or by engine renerators <br />at the construction site. represents a commitment of nower resources <br />during construction. Operation of the pumping plants on the <br />Fountain Valley Conduit will require the commitment of approximately <br />55~'OOO,OOO kilowatt-hours annually. It is nrobable that this nower <br />will be supplied from steam-generating plants utilizing fossil "ueI. <br /> <br />Approximately 5,160 cubic yards of aggregate, 7,650 barrels nf <br />cement, and 660 tons of reinforcement and structural steel ','ill <br />be used in the conduit construction and transformed into <br />different physical forms. Some of the structural steel could <br />be recycled after the life of the project. A~gregate is ~enerally <br />readily available in the area and not in any danger of depletion. <br />Lesser quantities of other material will also be needed for <br />construction. None of these needed materials are currently '~own <br />to be in short supply. <br /> <br />Construction of the conduit represents a sizable commitment of <br />mallll-Ower..iILboth-Go.var-nllleHE-and-industryover a span of several <br />years. Government forces are involved in planning, design ,nd <br />quality control. Industry forces are involved in the onsite <br />construction work, the production of materials and equipment <br />manufacture. This will require a commitment of $1S,S50,OOO <br />according to the fiscal year 1978 estimate. These funds Inll be <br />disbursed to both Governmen~ agencies and contractors. <br /> <br />The water receiving entities will also have 2 commitment of <br />manpower and other resources for the operation and maintenance <br />of the conduit and its associated facilities. <br /> <br />VIII-l <br />
