<br />~ <br /> <br />NPDES PERMITS <br />EXPLANATION CODES <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL FORUM <br /> <br />NPOES permit. are reviewed under two different criterium under Forum policy; the.. being municipal <br />and industrial. In order tor a permittee to be in compliance under the .un lei pal criterium. the increase <br />in concentration betweeD inflow and outflow can not be greater than 400 -VII. Forum industrial criterium <br />requires that no indu.trial uaer diacharge. ItOre than 1.00 tona/day. Under ForUII policy there can be <br />granted exception. to these limitation. by the States. The following gives an explanation of the current' <br />. status of the NPDES permits. Becau.. at any given time many of the approximate 600 permits identified in <br />this list are being reviewed. rei..ued. and/or terminated. and new discharge permit. are being tiled. this <br />list must be considered as being subject to frequent change. <br /> <br />o <br />CJl <br />W <br />N <br /> <br />MUNICIPAL <br /> <br />(M) Municipal user in compliance with Forum <br />policy. <br /> <br />(M-l) Permi t has expired or been revoked. <br />discharge. <br /> <br />No <br /> <br />(M-2) Permittee i. not currently discharging. <br /> <br />(M-3) Measurement of TDS is not currently <br />required. but the state plans to require <br />measurements of both inflow and outflow when <br />the permit is reissued. <br /> <br />(M-4) Measurements of inflow are not consistent <br />wi th Forum policy: <br /> <br />(M-4A) Therefore. it i. not known whether or not <br />this municipal user is in compliance. <br /> <br />(M-4B) However. since outflow concentration is <br />leas than 500 mg/l it is presumed that <br />this permit is not in violation of the <br /><400 mg/l increase. <br /> <br />(M~SI This permit is in violation of Forum policy <br />1n that there is an increase in <br />concentration by >400 mg/l over the source <br />waters. <br /> <br />(M-5Al The state is currently working to bring <br />them into compliance. <br /> <br />(M-6l <br /> <br />This permit <br />and they <br />increase in <br /> <br />supervision of EPA <br />ppm incremental <br /> <br />is under the <br />report <400 <br />TDS. <br /> <br />(M-71 <br /> <br />Insufficient data to know the status of this <br />permit. <br /> <br />* <br /> <br />Permi t issued to a federal agency or an <br />Indian tribe and the responsibility of EPA. <br /> <br />INDUSTRIAL <br /> <br />(1) Industrial user in compliance with Forum <br />policy. <br /> <br />(I-i) Permit has expired or been revoked. <br />discharge. <br /> <br />No <br /> <br />(I-2) Permittee i. not currently discharging. <br /> <br />(I-3) Measure.ent of TDS is not currently <br />required. but the state plans to require <br />measure.ents of both volume and <br />concentration of outflow when the permit is <br />reissued. <br /> <br />(1-4) Either concentration or volume of outflow <br />are not currently being made as stipulated. <br />thus the permit i. in viol.ation of Forum <br />policy. It is not know if the permit is in <br />excess of the <1.00 tons/day requirement. <br /> <br />(I-S) This pe~t is in violation of Forum policy <br />in that they are discharging >1.00 tons/day <br />of salts. <br /> <br />(I-SA) No provision has been made allowing this <br />violation of Forum policy. <br /> <br />(I-58) Thougb discharge is >1.00 tons/day. in <br />keeping with Forum policy the discharger <br />has demonstrated the sal.t reduction is <br />not practicabl.e and the requirement has <br />been vaived. <br /> <br />(I-5Cl <br /> <br />This permit uses waters for their <br />theraal energy. Only heat is extracted <br />and thus the sal.t and water which are <br />discharged into the river would have <br />done so natural.l.y. They are covered by <br />the Forums pol.icy on intercepted <br />groundwater.. <br /> <br />(I-50) This permit is for a fish hatchery and <br />al.though they are discharging >1.00 <br />tons/day. the use of the water 1s a one- <br />time pass through use and not >1.00 <br />tons/day of salt 1s added by the use. <br /> <br />(I-5E) This permit is for the interception and <br />passage of ground waters and thus is <br />excepted under the Forum's policy on <br />ground-water interception. <br /> <br />(1-6) <br /> <br />This pe~t is under the supervision <br />and they report a discharge of <br />tons/day of salt. <br /> <br />of EPA <br /><1.00 <br /> <br />(1-7) Insufficient data to know the current <br />status of this permit. <br /> <br />- <br />
