In order tor a permittee to be in compliance under the .un lei pal criterium. the increase
in concentration betweeD inflow and outflow can not be greater than 400 -VII. Forum industrial criterium
requires that no indu.trial uaer diacharge. ItOre than 1.00 tona/day. Under ForUII policy there can be
granted exception. to these limitation. by the States. The following gives an explanation of the current'
. status of the NPDES permits. Becau.. at any given time many of the approximate 600 permits identified in
this list are being reviewed. rei..ued. and/or terminated. and new discharge permit. are being tiled. this
list must be considered as being subject to frequent change.

o
CJl
W
N

MUNICIPAL

(M) Municipal user in compliance with Forum
policy.

(M-l) Permi t has expired or been revoked.
discharge.

No

(M-2) Permittee i. not currently discharging.

(M-3) Measurement of TDS is not currently
required. but the state plans to require
measurements of both inflow and outflow when
the permit is reissued.

(M-4) Measurements of inflow are not consistent
wi th Forum policy:

(M-4A) Therefore. it i. not known whether or not
this municipal user is in compliance.

(M-4B) However. since outflow concentration is
leas than 500 mg/l it is presumed that
this permit is not in violation of the
<400 mg/l increase.

(M~SI This permit is in violation of Forum policy
1n that there is an increase in
concentration by >400 mg/l over the source
waters.

(M-5Al The state is currently working to bring
them into compliance.

(M-6l

This permit
and they
increase in

supervision of EPA
ppm incremental

is under the
report <400
TDS.

(M-71

Insufficient data to know the status of this
permit.

*

Permi t issued to a federal agency or an
Indian tribe and the responsibility of EPA.

INDUSTRIAL

(1) Industrial user in compliance with Forum
policy.

(I-i) Permit has expired or been revoked.
discharge.

No

(I-2) Permittee i. not currently discharging.

(I-3) Measure.ent of TDS is not currently
required. but the state plans to require
measure.ents of both volume and
concentration of outflow when the permit is
reissued.

(1-4) Either concentration or volume of outflow
are not currently being made as stipulated.
thus the permit i. in viol.ation of Forum
policy. It is not know if the permit is in
excess of the <1.00 tons/day requirement.

(I-S) This pe~t is in violation of Forum policy
in that they are discharging >1.00 tons/day
of salts.

(I-SA) No provision has been made allowing this
violation of Forum policy.

(I-58) Thougb discharge is >1.00 tons/day. in
keeping with Forum policy the discharger
has demonstrated the sal.t reduction is
not practicabl.e and the requirement has
been vaived.

(I-5Cl

This permit uses waters for their
theraal energy. Only heat is extracted
and thus the sal.t and water which are
discharged into the river would have
done so natural.l.y. They are covered by
the Forums pol.icy on intercepted
groundwater..

(I-50) This permit is for a fish hatchery and
al.though they are discharging >1.00
tons/day. the use of the water 1s a one-
time pass through use and not >1.00
tons/day of salt 1s added by the use.

(I-5E) This permit is for the interception and
passage of ground waters and thus is
excepted under the Forum's policy on
ground-water interception.

(1-6)

This pe~t is under the supervision
and they report a discharge of
tons/day of salt.

of EPA
<1.00

(1-7) Insufficient data to know the current
status of this permit.

-
