This report, the third in a three-volume series,
provides an analysis of the exchange potential between John Martin Reservoir
and Pueblo Reservoir based on a limited set of river conditions. Because there
are a variety of methods which may be possible for the upstream exchange of
Keesee Ditch water, this report may be considered as a simplified and conservative
analysis of the overall potential for exchange.

Thank you for the opportunity to work on this project. Please call if you
have any questions.

Very truly yours,

HRS WATER CONSULTANTS, INC.

~;j~

Peter D.
