<br />only to power rates. In addition, the rates methodology on which the current <br />transmission rates are based was not changed. Consequently, Western is <br />initiating the published rate adjustment procedures. The procedures adopted <br />by the Department of Energy for transmission and power rate adjustments give <br />interested persons a reasonable opportunity for participation in the <br />development of the rates. The first step required by the procedure is the <br />issuance of a Federal Register notice and distribution of this brochure, <br />announcing the proposed transmission rates and the criteria used in <br />determining the rates. A public consultation and comment period starts with <br />the date of the Federal Register notice and ends 30 days thereafter for minor <br />rate adjustments. A minor rate adjustment is one which will produce less than <br />one percent change in the annual revenues of a power system or is for a power <br />system which has either annual sales normally less than 100 million kilowatt <br />hours or an installed capacity of less than 20,000 kilowatts. This is a minor <br />rate adjustment since the anticipated increase in revenue is less than one <br />percent of the total CRSP revenues. During this period, interested person <br />will have the opportunity to consult with and obtain information from Western <br />representatives. They also may examine repayment study data and suggest <br />changes. <br /> <br />B. Public Meeting. An informal public meeting is scheduled for: <br /> <br />8:30 AM, November 6, 1985 <br />Marri ott Hotel <br />75 South West Temple <br />Sa 1 t Lake Ci ty, Utah <br /> <br />At this meeting, Western representatives will explain the proposed rates <br />and criteria, and will answer questions. Questions that Western <br />representatives do not answer at the meeting will be answered in writing <br />before the end of the consultation and comment period. At this same meeting, <br />interested per60ns may submit written comments or may orally present their <br />views. Western representatives may ask clarifying questions of the speakers. <br />Those wishing to comment at the meeting should submit a written request to the <br />Area Manager by October 30, 1985, so a speaker list can be developed. <br />Requests should be mailed to: <br /> <br />Mr. Lloyd Greiner <br />Area Manager. <br />Western Area Power Administration <br />P.O. Box 11606 <br />Salt Lake City, Utah 84147 <br /> <br />Others will be allowed to speak if time is available. The meeting will <br />be transcribed, and copies will be available upon request from the firm <br />providing the service. <br /> <br />The informal public meeting will be structured to give interested persons <br />the opportunity to question Western representatives and an opportunity for <br />Western representatives to hear from interested persons. <br /> <br />2 <br />
