<br />
<br />The President's recommended Colorado reclamation budget for F,Y,
<br />1976 and the transition quarter (July-Sept, 1976) appears to be quite
<br />adequate for the purposes set forth in the budget. The few deficiencies
<br />existing in the budget are covered in the second section of this memo-
<br />randum,
<br />
