On August 6, 1918, citi-
zens voted to purchase
water system and es-
tablish the Board of
Water Commissioners.

In the car1y 1930's, the Board greatly increased Denver's water storage supply with the
construction of Eleven Mile Canyon Dam and Reservoir about midway between Antero and Cheesman
Reservoirs on the South Platte River, The Eleven Mile project essentially completed
development of the South Platte as a water supply for Denver.

The Board was also busy during the 1930's constructing facilities to provide a very much needed
additional water supply, The first segment of a vast collection system consisting of small diversion dams,
tunnels, canals and conduits was built in the mountains above Winter Park to gather water
from tributaries of the Fraser River. To transport this western slope water under the Continental Divide,
the Board leased the pilot bore for the Moffat Railroad Tunnel and enlarged and improved
it for use as a water tunnel. The Moffat Water Treatment Plant was constructed west of the City
to process water from this new source. And in the summer of 1936, the first Western Slope water flowed
through the Moffat Water Tunnel into South Boulder Creek, then into a system
of conduits and canals running from above Eldorado Springs to the Moffat Treatment Plant
