<br />'<:J" <br /> <br />-< ~: <br />,I <br /> <br />~- <br /> <br />~ <br />~ <br /> <br />\.,,:1 <br />o <br /> <br />(j) "Accrued Credits" are the amcunts by which the sum of <br />all annual credits exceeds the sum of all annual debits over any <br />oommon period of time. <br /> <br />(k) "Project storage" is the combined oapaoity of Elephant <br />Butte Reservoir and all other reservoirs aotua11y available for <br />the storage of usable water below Elephant Butte and above the <br />first diversion to lands of the Rio Grande Project, but not more <br />than a total of 2,638,860 aore feet. <br /> <br />(1) "Uaable .Nate,.... is all water, exolusive of oredit water, <br />which is in projeot storage and which is available for release in <br />aooordanos with irrigation demands, including deliveries to Mexioo. <br /> <br />(m) .Credit Water" is that amount of water in project storage <br />which ie equal to the accrued oredit of Colorado, or New Mexico, or <br />both. <br /> <br />(n) "Uofil1ed Capaoity" is the differenoe between the total <br />physios1 oapacity of projeot storage and the amount of usable water <br />then in storage, <br /> <br />(0) "Aotua1 Release" is the amount of usable water released <br />in any oalendar year from the lovmst reservoir comprisin~ projeot <br />storage. <br /> <br />(p) "Aotual Spill" is all water which is aotually spilled <br />from Elephant Butte Reservoir, or is released therefrom for flood <br />control. in exoess of the current demand on projeot storage and <br />whioh doss not become usabls water by storage L~ another reservoirl <br />provided, that aotua1 spill of usable water cannot occur until all <br />oredit water shall have been epilled. <br /> <br />(q) "Hypothetioal Spill" is the time in any year at which <br />usable water would have spilled from projeot storage if 790,000 <br />acre feet had been released therefrom at rates proportional to the <br />aotua1 release in every year fro", the starting date to the end of <br />the year in which hypothotical spill oocurSI in computing hypothe- <br />tioal spill the initial condition shall be the amount of usable <br />water in projeot storage at the beginning of the calendar year <br />following the effeotive date of this Compaot, and thereafter the <br />initial condition shall be the amount of usable water in projeot <br />storage at the beginning of the oalendar year following each aotual <br />spill. <br /> <br />ARTICLE II. <br /> <br />The Coumission shall cause to be maintained and operated a <br />stream gaging station equipped with an automatic water stage <br />recorder at eaoh of the following points, to.wit. <br /> <br />(a) On the Rio Grande near Del Norte above the princip~l <br /> points of diversion to the San Luis ValleYI <br />(b) On the Conejos River near Mogotel <br />(0) On the Los Pinos River near Ortizl <br />(d) On the San Antonio Ri vsr at Ortizl <br />(e) On the Conejos River at its mouths near Los Sauoea; <br />
