<br />00J210 <br /> <br />-29- <br /> <br />* <br /> <br />reservoirs in the Canyon of the Colorado River for purposes of flood con- <br />trol, power, and irrigation was disoussed, and at which the Director of <br />the Reo1amation Servioe assured the representatives of the seven States <br />that the construotion of such reservoirs need in no manner interfere <br />with the future development of the upper reaohes of the stre!l1'ls within <br />the states of origin of t m waters to be impounded by the reservoirs <br />situate in the 1C1i1er States, <br /> <br />... <br /> <br />The follCliling resolutions were unanimously adoptedl <br /> <br />,"BE IT RBSOLVED, That the resolution adopted "_t the ean- <br />ferenoe of the league, held at Salt Lake City, January 18-21, <br />1919, and the pr oceedings of t he third convention of the League <br />of the Southwest, held at Los Angeles, April 2-3, 1920, be, and <br />the same are, hereby ratified, approved, and reaffirmed, <br /> <br />''WUEREAS it is the understanding of thi s league, from informa- <br />tion presented by Ron. Arthur P, Davis, direotor of the United <br />States Reo1amation Service, that the water supply of the Colorado <br />River drainage is suffioient to supply the present and future <br />necessities of all of the States whose territory is involved and <br />that all present and future interferenoe with development upon <br />or from the upper reaches of the stream should be !lvoided; now, <br />therefore, be it <br /> <br />"RESOLVED, That the league favors the enr1y development of <br />all possible beneficial uses of the waters o. the stream upon the <br />upper reaches of the stream and its tributaries alang the lines <br />set forth in the resolutions adopted at the Salt Lake conference <br />of January 28-31, 1919, and that the present and future restric- <br />tions upon such development by withholding or conditional grant- <br />ing of !lpplications for rights of way across public lands for <br />irrigation works should be discontinued, and that such applical; ians <br />sho'.11d be gr!\nted with that degree of dispatoh which wi 11 permit <br />the construotion of all such proj ects while finanoial and other <br />means are at hand and opportunity for construction exists; be it <br /> <br />~. <br /> <br />. <br /> <br />"RESOLVED, That it is the sense of this conferenoe that the <br />present and future rights of the several States whose territory is <br />in whole or in part included within the drainage area of the Colo- <br />rado River, and the riGhts of the United States, to the use and <br />benofit of the waters of said stream and its tributaries, should be <br />settled and d-termined by compact or agreement between said States <br />and the United States, with consent of Congress, and that the <br />legislatures of said States be requested to authorize the appoint- <br />ment of commissioners for sach of said States for the purpose of <br />entering into such compact or agreement for subsequent ratifioa- <br />tion and approval by the legislatures of each said States and the <br />Congress of the United Stctes." <br />
