It <br />was thought advi sab le to include this preamble because of tre rather <br />novel problem presented and to assi~n the reasons for the measure. It <br />has somewhat of a preoedent in the legisla.tion of Congress looking to <br />the settlement of the boundary dispute between the United States and <br />Texas, in whioh case the preamble not only was a part of the bill upon <br />introduction but a part of the bill when finally ...naoted. <br /> <br />Is there any other phase of the subject thn.t I might be of aid on? <br /> <br />MR.
