Therefore, as <br />time goes on now inventions will meke possible the irrigation of high <br />tab Ie-lands that can not now be served toy water by !,lodern mechani ca.l <br />means; but those tracts are necessarily segregated, isolated, and small <br />areas whe.n cOlopared with the larger low^r de7e10pment. It is to pre- <br />serve the right to development, unhampered and without handcuffs, in that <br />lower part that is desired. \1e feel that their fut ure development should <br />be settled and agreed to in advance of construction on the lower river of <br />works of such magnitude that could by any stretch of the imagination be <br />made to inter fere with the uP!8 r development. We are brought to that <br />view by our unfortunate experience on the ""0 rivers I have named, <br /> <br />'", <br /> <br />l1R. BOIES. This Government canmission would not necessarily be <br />vitally interested in the contention between the several States. It <br />would tender suggestions, perhaps, but I think its work would be much <br />less than that of the commissioners for the States. <br /> <br />l1R. C"Rl'E;ITZH. Here is a reme.rke.b Ie situation. I venture to say <br />that it is a circumstance without parallel in the history of the United <br />States, whare seven States with but very little pre1 imine.ry thought on <br />the subject quietly and unitedly enact legislation leading to one common <br />purpose of this kind. In the next place, it is to the great interest of <br />the Uni tad States to preserve the comity between the States to its full- <br />est degree; so that the United States hare not only acts, as you suggest, <br />as a commissioner but as a conciliatory influence where human agencies <br />might enter into a conference !lJJJong canmissioners, making some com- <br />missioners, possibly, lose siGht of their duties. The influence at' the <br />strong man would be the able-bodied influence in bringing about the <br />desired end - that is perpetual peace and quiet u?on that river along <br />all of the seven States involved. <br /> <br />j <br /> <br />l1R.
