<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2413 <br /> <br />livestock grazing will help perpetuate cottonwood-willow shrub <br />thickets which can be looked upon by itself as an important <br />management component in the multi-species approach. <br /> <br />COMPENl?AT]:ON_lilibL Y~;r'p" <br /> <br />Rationale for Compensation Analvs~~ <br /> <br />The compensation analysis included in the Fish and Wildlife <br />Coordination Act Report dated June 16, 1983 focused on the "in- <br />kind" replacement mitigation goal which considers all HU losses <br />of equal importance and neither over or under-compensates but <br />rather finds one "best fit" or mid-range acreage requirement by a <br />least sum of squares formula. For example, if it takes 40 acres <br />to compensate for fox squirrels and 8 acres to compensate for <br />hairy woodpecker, the compensation requirement would be l6 acres <br />using the formula. <br /> <br />The net HU losses sustained by the target species will be offset <br />by beneficial impacts (net gains) resulting from the project <br />itself and from management measures. The compensation plan <br />provides for habitat management to compensate t~r~et species for <br />net losses. A management area size of l5,000 acres was <br />arbitrarily chosen to determine the HEP Software program <br />generated compensation acreage requirement for goals of "in- <br />kind", equal and relative replacement of HU losses. The size of <br />the management area selected did not affect the size of the <br />compensation area. Future HSr predictions and acreages for the <br />six impact seqments, (e.g., conservation pool, rights-of-way, <br />etc.) have remained the same with only one exception. The HSr <br />value for blue-winged teal in the conservation pool impact area <br />was raised from 0.4 to 0.5 at target year lOO - with pro;ect <br />conditions{See Table l). This HSI value of 0.5 reflects the <br />intermediate value of future vegetation growth along the <br />shoreline of the conservation pool and the resting area value of <br />the large body of water the dam will impound. <br /> <br />5 <br />
