However, we believe that parking lots and rest rooms are not <br />related to mitigation, but rather enhancement features for people manage- <br />ment. ,We cannot, therefore, agree that all of the proposed facilities <br />should be included as mitigation costs and suggest a revised total cost <br />estimate of $937,000. <br /> <br />5. The annual O&M budget also reflects costs that we disagree are <br />related to mitigation. These costs relate to the same types of concerns <br />expressed above, i.e., road and trail system, parking lots, and restrooms. <br /> <br />After reviewing your total management plan, we feel that we can support <br />the development costs of $9,167,000 and land costs of $7,346,000 for total <br />project costs of approximately $16,513,000 and annual O&M costs of about <br />$400,000. These totals are not substantially different from those listed <br />in your proposal afier adding overhead and contingencies. It is also <br />possible that in the final design and negotiation process just prior to <br />construction, these totals may change. For example, we recommend raising <br />the dike crest to the level of the maximum water surface for the 100-year <br />flood.
