However, we believe that parking lots and rest rooms are not
related to mitigation, but rather enhancement features for people manage-
ment. ,We cannot, therefore, agree that all of the proposed facilities
should be included as mitigation costs and suggest a revised total cost
estimate of $937,000.

5. The annual O&M budget also reflects costs that we disagree are
related to mitigation. These costs relate to the same types of concerns
expressed above, i.e., road and trail system, parking lots, and restrooms.

After reviewing your total management plan, we feel that we can support
the development costs of $9,167,000 and land costs of $7,346,000 for total
project costs of approximately $16,513,000 and annual O&M costs of about
$400,000. These totals are not substantially different from those listed
in your proposal afier adding overhead and contingencies. It is also
possible that in the final design and negotiation process just prior to
construction, these totals may change. For example, we recommend raising
the dike crest to the level of the maximum water surface for the 100-year
flood. This could lead to additional front-end (construction) costs for
dike construction, but result in substantial savings in annual OM&R costs.
The following lists reflect our estimate of the facilities needed and
probable costs.

Waterfowl

Number units

Cost

Waterfowl islands, dikes^
and feeding area dikes~/
Main diversion structure2/
Delivery ditch~f -
Lateral ditc~f
, Headgates~f
Nesting structures
Waterfowl feeding fields
Total

1,051 acres

crop sharing
$ 5,780,000

Upland Game

Nesting cover
Weedy cover
Woody cover
Food plots
Woody travel lanes
Outer boundary windbreak
Guzzlers
Brush piles
Mast tree plantings
Cottonwood and willow
plantings
Riparian travel lanes
T ota 1

4,740 acres
1,500 acres
60 acres
3,000 acres
12.75 miles
10 miles
2B
192
0.6 acres

unkown
9.7 acres

$ 2,450,000

if Design of diversion structures levees and islands, canals, and laterals
could result in major changes.
