It has <br />been prepared under the authority and in accordance with the <br />provisions of the Fish and Wildlife Coordination Act (48 Stat. <br />40l as amended; 16 U.S.C. 66l et. seq.). <br />~~~ <br />Our June l6, 19B3 Fish andACoordination Act Report on the Narrows <br />Unit recommended a fish and wildlife management area of about <br />30,l5l acres to mitigate project impacts to fish and wildlife <br />habitat. However, in the Draft Supplement to the Final <br />Environmental Statement, your agency offer,ed to acquire and <br />develop about 2l,085 acres of land and water area which would <br />compensate for about 70 percent of the habitat losses. In an <br />effort to reach a compromise on the mitigation requirements, the <br />Colorado Division of Wildlife prepared a draft wildlife <br />development plan that would optimize wildlife habitat values on <br />the 2l,OOO acres. <br /> <br />The proposed management of the area will be much more intense <br />than previously indicated and as can be expected this will <br />increase the cost of development and the annual operation and <br />maintenance costs. However, the Colorado Division of Wildlife and <br />the Fish and Wildlife Service believe that the 2l,OOO acre <br />management area with the developments and the annual operation <br />and maintenance as proposed may not completely compensate for <br />impacts to fish and wildlife habitat from the construction and <br />operation of Narrows Reservoir in Colorado. <br /> <br />We have not determined the degree of increased compensation <br />provided by the more intense management of the 2l,OOO acres. <br />This will require a detailed analyses by the HEP team members of <br />the Habitat Suitability Index IHSI) and the useable acreage for <br /> <br />1 <br />
