<br />" <br /> <br />. <br /> <br />. <br /> <br />0218 <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Effect Of <br />Frvinq Pan-Arkansas Diversion <br />on <br />Western Slope Development <br /> <br />The Colorado Water Conservation Board approved the report on <br />the Frying Pan-Arkansas Project in 1851 after a thorough investigation <br />of the water supply of the proposed project and the problems in econo- <br /> <br />mics and engineering involved. <br /> <br />Recently the Engineering Department of the Board has given the <br />water supply further study and from a consideration of both the past and <br /> <br />recent studies arrives at the following conclusions. <br />1. Proiect Operations Do Not Interfere With Decreed Riqhts. <br />The operation of the Frying Pan-Arkansas Project will not in <br />any way interfere with decreed water rights on the Western Slope. On <br />the contrary, it will beneficially affect sbme of the rights on the Roar- <br /> <br />ing Fork below the Aspen Dam. <br /> <br />The function of the Aspen Reservoir is to supply replacement <br /> <br />water for any water rights whose supply might be infringed on by diver- <br /> <br />sion of water to the Eastern Slope. Studies show that the capacity-of- <br /> <br />the reservoir and the water supply are far more than ample for this pur- <br /> <br />pose. <br /> <br />2. The Operation of the Frvinq Pan-Arkansas Project Will Not Interfere <br />VHth The Water Supply For The Hain Stem Projects (Cliffs-Divide Pro- <br />ject) Mentioned in the Upper Colorado Ri ver Storaqe Act. <br />Had the units of this project been in operation during the per- <br />iod 1934-1954 it would only have been necessary to draw once on the Aspen <br />Reservoir for replacement water on account of Frying Pan-Arkansas diver- <br /> <br />sions and then for an amount of 4,000 acre-feet. No replacement water <br /> <br />would have been required in any other year of the twenty-one year period; <br /> <br />/,1-/<1 -.:JC:::- <br />
