<br />13~n <br /> <br />When their water rights are in priority, CF&I Steel Corporation stores a <br />portion of the native flow in Turquoise L3ke up to 17, 4g0 acre-feet <br />under its 1902 storage right. CF&I may also store 3 ft Is fran May 15 <br />through September 15, not to exceed 738 acre-feet, this water IlUlst be <br />released fran Turquoise L3ke by Novanber 1. <br /> <br />. <br /> <br />Water released fran Turquoise La.ke, in excess of either instream minimum <br />flows or flows to meet downstream senior rights, will be diverted into <br />the Mt. Elbert Conduit, flow through Mt. Elbert Powerplant, and then be <br />released to the Arkansas River fran Twin La.kes via La.ke Creek. <br /> <br />Table 11 and Exhibit 9 sOOw the proposed operation of Turquoise lake in <br />water year 1982. <br /> <br />E. Federal Fish Hatchery and Halfrroon Diversion <br /> <br />The Federal Fish Hatchery near Leadville, Colorado, will oontinue to be <br />supplied flow-through water at a rate of 5.6 ft3/s as done in past <br />years. This flow is released through Mt. Elbert Conduit to the fish <br />hatchery and then into the Arkansas River and later stored in Pueblo <br />Resf'IVOir. <br /> <br />Halfrroon Diversion will be operated for the first t:il!le in water year <br />1982. The planned <Jperation is to divert all flow, up to the maximum <br />diversion of 150 ft Is, in excess of the downstream call on Halfrroon <br />Creek . <br /> <br />. <br /> <br />When water is bein;)" diverted at Halfrroon Diversion, the flow fran Sugar <br />IDaf Dam will be regulated to allow the maximum diversion at Halfrroon. <br />The diverted flCM will pass through Mt. Elbert Powerplant and be released <br />to the Arkansas River via L3ke creek. <br /> <br />F. Twin lakes/Mt. Elbert Forebay <br />1. General <br /> <br />Twin L3kes/Mt. Elbert Forebay will be operated by the project in water <br />year 1982. Twin L3kes must always maintain sufficient water in storage <br />to fill Mt. Elbert Forebay or not be filled to a oontent which \\Ould not <br />allCM the evacuation of the full, one day dsnand fran Mt. Elbert Forebay. <br />At no t:il!le will the elevation at Twin L3kes be less than 9168.7 feet. <br /> <br />2. Inflow <br /> <br />Flow through Mt. Elbert Forebay will be supplemented by punping fran <br />Twin Lakes to allow full utilization of Mt. Elbert P\.!!Iped-Storage Power- <br />plant. Therefore, to reduce punping oosts, as much water as possible <br />will be released fran Turquoise L3ke and diverted at Halfrroon Diversion <br />into Mt.
