:,,:

.,;

allow the limited
Day hiking on
alternative.

four-wheel drive use to continue.
trails is continued under any

:,'

There is no apparent conflict between any of the
alternatives and the Fremont, Huerfano, and Saguache
County goals or policies. The Saguache County
policies reflect an interest in the effects of
wilderness designation on the local economy,
recreation opportunities, and future mineral
resource development. Custer and Alamosa Counties
have no officially approved or adopted plan, policy,
or program dealing with wilderness.

"
~
,

Competing wildlife needs include winter range
habitat maintenance and improvement and maintenance
of habitat diversity. The winter range needs
improvement and maintenance to meet the proj ected
wildlife demands on the National Forests as
indicated in the DOW Comprehensive Plans. The need
for winter range management is increasing due to the
encroachment by adjoining private land development
on the winter range located on private land. The
WSAs on lands administered by the Bureau of Land
Management also include critical wildlife habitat.
The selection of the suitable alternative will
preclude the needed habitat improvement and
maintenance. The suitable with modified boundary
alternative excludes about 8,400 acres of important
habitat from the wilderness recommendation. The
unsuitable alternative would allow habitat
improvement and maintenance on about 21, 100 ac~es.

~

Conclusion: The area is determined to be available
for wilderness designation with boundary
modifications due to the needs for management of
wildlife habitat, need for capable forest land OIl a
local basis, potential. demands for minerals, access
needs for patented mining claims and private lands,
and the need for management to increase water yield.

{, ~ 2 G 3 6

28
