000707

.

.

Our March 1 forecast of April through JuLy regulated inflow to Flaming
Gorge Reservoir was 800,000 acre-feet, assuming 200,000 acre-feet of the
runoff will be stored in Fontenelle Reservoir. Scheduled power releases
are expected to draw the reservoir down about 1 foot from the present level
of 5,989 feet until the spring runoff begins and then it should again rise
and reach elevation 6,000 or 2,395,000 acre-feet by JuLy 1, 1968.

We have started to store water behind Fontenelle Dam at the rate of
about 800 acre-feet a day with a minimum release of 250 c.f.s. through the
regular outlet works. Our plan is to reach minimum power level (about
elevation 6,475) as soon as possible in order to check out the power facili-
ties and begin power production. The reservoir will be held at this eleva-
tion for at least 2 weeks so that the effectiveness of the grouting up to
that level can be thoroughLy checked. With the runoff now forecasted the
reservoir should be essentially filled by the end of the summer.

Navajo Reservoir now has 592,000 acre-feet of storage with a water sur-
face at elevation 5,979 feet. With a forecast inflow of 660,000 acre-feet
during April through JuLy we expect to maintain the reservoir level about
5,990 feet throughout the summer.

Since the closure of Morrow Point Dam in January, the Curecanti Unit
on the Gunnison River now has two reservoirs in operation. Blue Mesa Reser-
voir is the larger and uppermost of the two reservoirs and largely controls
the river flows. At present it has 347,000 acre-feet in storage with a water
surface at elevation 7,435 feet. Operation of Blue Mesa Reservoir will be
determined by the bypass limitations at Morrow Point Dam while the spillway
is being completed between now and October 31, 1968. With our present run-
off forecast for April through July of 705,000 acre-feet, the reservoir
will reach a maximum water surface elevation 7,504 feet with a content of
800,000 acre-feet qy the end of August. The reservoir will then recede to
about elevation 7,450 feet with a content of 420,000 acre-feet by April 1,
1969. Morrow Point Reservoir is now about 135 feet deep at the dam with a
lake level of 6,900 feet and should rise to elevation 7,000 by late JuLy.

Repayment Contract Activities of Interest Are:

Silt Project.--The contracting entity is the Silt Water Conservancy
District. The executed contract establishes a District repayment obliga-
tion for the project of $960,000, which is repayable in 50 successive
equal annual installments following the termination of the development
period. A 3-year development period was established for this project and
1968 is its first year. Also, the operation and maintenance of the project
has been transferred to the District as of January 1, 1968.

Bostwick Park Project.--The Bostwick Park Water Conservancy District
contract provides for a repayment of $859,000 in 50 successive equal an-
nual installments. This project is under construction and is scheduled
for completion in FY 1971. A 3-year development period is provided, and
we assume 1971 or 1972 will be the initial development period year.

3
