<br />e <br /> <br />e <br /> <br />e <br /> <br />IWTRODUCTION <br /> <br />An extensive program for the development of water resources in the <br />Upper Colorado River Basin was initiated by the act of April ll~ 1956, <br />(10 Stat. 105). Authorized for construction were four initial units of <br />the Colorado River Storage project on the main river or its larger trib- <br />utaries, primarily for river regulation and power production. Also <br />authorized were 11 participating projects for irrigation and other <br />related purposes, inCluding the partially constructed Paonia project in <br />Colorado. The entire development is linked financially through the Upper <br />Colorado River Bas1n Fund which was established by the act. '!he largely <br />constructed Eden project in Wyoming was also made a participant in the <br />basin fund. <br /> <br />The economic and financial analysis reported in this volume is <br />intended to be used as a reference and guide by the Bureau of Reclamation <br />and others having responsibility in carrying out the authorized develop- <br />ment program in the Upper Colorado River Basin. With construction just <br />starting on initially scheduled units, this first report is based largely <br />on planning estimates with such refinements as are possible in a few <br />instances from detailed preconstruction estimates and from bids on con- <br />struction "'ork. The report will be revised periodically as progress is <br />made in detailed investigations and construction and as new data become <br />available. <br /> <br />'ilie estimates of power production at the authorized storage units <br />involve assumptions on the future depletions upstream from these units <br />and resultant regulated annual releases. Utilization of any of the <br />assumptions underlying the basic water supply studies does not carry with <br />it any actual or implied finding of legal restrictions or limitations. <br />
