<br />. <br /> <br />~ <br /> <br />An initial draft of criteria that will be presented here today as a <br /> <br /> <br />starting point was formulated an the basis of presently available <br /> <br /> <br />information on runoff of the Colorado River and records of use. <br /> <br />. <br /> <br />We want to make several points most clear to you gentlemen here <br /> <br /> <br />today. First, the input of the seven basin States is not only <br /> <br /> <br />welcomed but sincerely desired in arriving at what we trust will.be <br /> <br /> <br />the optimum operating criteria. In my letters of July 11 to the <br /> <br /> <br />Governors, I suggested that a small task group of State and Federal <br /> <br /> <br />technicians be formed whose combined efforts would hopefully lead <br /> <br /> <br />to optimum progress on developing the criteria within our limited <br /> <br /> <br />time schedule. Obviously a small task force can't very well include <br /> <br /> <br />representatives of every organization contracting with the Secretary <br /> <br /> <br />for water on the Colorado River. There are more than 50 such bodies. <br /> <br /> <br />I would encourage them to work closely with State water officials <br /> <br /> <br />and assure them that they are welcomed to task force meetings such <br /> <br /> <br />as this one and will have an opportunity in any case to review <br /> <br /> <br />drafts of criteria. Secondly, it must be completely understood that <br /> <br /> <br />the work of the Bureau's Task Force to date is work of a preliminary <br /> <br /> <br />nature. It is not cast in a die - it is flexible and your suggestions, <br /> <br /> <br />comments, and ideas will be heared, recognized, and utilized to the <br /> <br /> <br />maximum extent possible. Later in the presentation, guidelines, or <br /> <br /> <br />what may be termed key factors involved in developing criteria, will <br /> <br /> <br />be summarized for you.
