It is therefore <br /> <br /> <br />suggested that the following steps may provide an acceptable alternative: <br /> <br />1. Study various segments of the river separately, e.g., Hoover Dam <br /> <br /> <br />to Parker DS.III., Parker Da.m to Imperial Dam, and Imperial Dam <br /> <br /> <br />. to the Northerly Boundary. <br /> <br /> <br /> <br />2. For each segment (a) derive the consumptive use br existing <br />measured diversions and surface returns, (b) compute the <br /> <br /> <br />consumptive use br a theoretical method, (c) subtract (b) <br /> <br /> <br />from (a) and focus on the residual (d) as the amount to be <br /> <br /> <br />refined or clarified. <br /> <br />3. B;y study, discussion, and evaluation, attempt to arrive at a <br /> <br /> <br />mutually satisfactory consumptive use quantity.
