Any compromise agreements which may ultimately be reached on <br />this matter should be compatible with the requirements of the Supreme Court <br />Decree. <br /> <br />It does not appear logical that either a purely measured diversion <br />less measured surface return concept, or an unadjusted theoretical <br /> <br /> <br />consumptive use approach should be used in the studies. It is therefore <br /> <br /> <br />suggested that the following steps may provide an acceptable alternative: <br /> <br />1. Study various segments of the river separately, e.g., Hoover Dam <br /> <br /> <br />to Parker DS.III., Parker Da.m to Imperial Dam, and Imperial Dam <br /> <br /> <br />. to the Northerly Boundary. <br /> <br /> <br /> <br />2. For each segment (a) derive the consumptive use br existing <br />measured diversions and surface returns, (b) compute the <br /> <br /> <br />consumptive use br a theoretical method, (c) subtract (b) <br /> <br /> <br />from (a) and focus on the residual (d) as the amount to be <br /> <br /> <br />refined or clarified. <br /> <br />3. B;y study, discussion, and evaluation, attempt to arrive at a <br /> <br /> <br />mutually satisfactory consumptive use quantity. The range of <br /> <br /> <br />consumptive use would extend all the way from (a) to (b) above. <br /> <br />. <br /> <br />3 <br />
