<br />. <br /> <br />(i) Studies are terminated at year 2000 in anticipation <br />of augmentation of the river by that time. <br /> <br />. <br /> <br />(j) Minimum annual release from Lake Powell is 8.23 million <br /> <br /> <br />acre-feet. This is an assumption for computer studies and <br /> <br /> <br />should not be construed as an interpretation of the Compact <br /> <br /> <br />llI(c) and Ill(d) obligation. At present, there is lack of <br /> <br /> <br />agreement among the States on what the minimum annual release <br /> <br /> <br />should be. In general, the Upper Division States strongly <br /> <br /> <br />contend that if proper accounting is made in the Lower <br /> <br /> <br />Division States of uses from the tributaries (principally <br /> <br /> <br />the Gila River) that the required lIl(d) delivery of a <br /> <br /> <br />minimum of 75,000,000 acre-feet in any period of 10 consecutive <br /> <br /> <br />years at Lee Ferry compact point would make available to the <br /> <br /> <br />Lower Basin their compact allocation of 8,500,000 acre-feet <br /> <br /> <br />per year of beneficial consumptive use and still leave enough <br /> <br /> <br />water to meet the Mexican Treaty guarantee of 1,500,000 acre- <br /> <br /> <br />feet. On the other hand, the Lower Division States contend <br /> <br /> <br />that since hydrology studies in recent years for the main <br /> <br /> <br />Colorado River show that there is no surplus water to meet <br /> <br /> <br />the Mexican Treaty obligation, that, as a minimum, the IIl(c) <br /> <br /> <br />obligation of the Upper Division States is 750,000 acre-feet <br /> <br /> <br />(one-half of Mexican Treaty guarantee) plus about 150,000 <br /> <br /> <br />acre-feet per year of estimated conveyance losses between <br /> <br />. <br /> <br />12 <br />
