Attempts will <br />be made to equalize storage on September 30 of each operating <br />year. <br /> <br />(2) Rule curve operation of reservoirs.-- <br /> <br /> <br />(a) Upper Basin Reservoirs.--Ru1e curve for amounts of <br /> <br /> <br />active storage capacity needed to meet release require- <br /> <br /> <br />ments of 8.23 million acre-feet during critical runoff <br /> <br /> <br />period beginning in 1953 without curtailing Upper Basin <br /> <br /> <br />uses. As a result of operation studies, active storage <br /> <br /> <br />above dead storage levels is used. The preliminary <br /> <br /> <br />studies did not show drawdown below minimum power pool <br /> <br /> <br />in the 31-year study period. <br /> <br />(b) Lake Mead.--Forecasted elevation levels used to <br /> <br /> <br />determine releases to meet permissible consumptive uses <br /> <br /> <br />of mainstem waters in the United States; 1,500,000 acre- <br /> <br /> <br />feet Mexican Treaty obligation; and net river, reservoir, <br /> <br /> <br />and regulatory losses.
