<br />. <br /> <br />Mexico any right to the use of waters of the Colorado River <br /> <br /> <br />system, such waters shall be supplied first from waters <br /> <br /> <br />which are surplus over and above the aggregate of the quantities <br /> <br /> <br />specified in paragraphs (a) and (b); and if such surplus <br /> <br /> <br />shall prove insufficient for this purpose, then the burden <br /> <br /> <br />of such deficiency shall be equally borne by the upper basin <br /> <br /> <br />and the lower basin, and whenever necessary the States of the <br /> <br /> <br />upper division shall deliver at Lee Ferry water to supply <br /> <br /> <br />one-half of the deficiency so recognized in addition to that <br /> <br /> <br />provided in paragraph (d)." <br /> <br />. <br /> <br />Six of the seven States ratified the compact by March 4, 1929. The <br />President of the United States proclaimed the compact effective on <br />June 25, 1929. Arizona subsequently ratified the compact in 1944. <br /> <br />. <br /> <br />Boulder Canyon Project Act (Act of December 21, 1928, Ch. 42, <br /> <br /> <br />45 Stat. 1057) <br /> <br /> <br />Provided for the construction of the Hoover Dam and Powerplant and <br /> <br /> <br />the All-American Canal.
