001621.

CARBcwtJAl.S

CARBONDAL 'S GROHTH S ITUATI ON

Carbondale's rapid gro~th began about mid 1971.
At that time the population of Carbondale was 726. A
housing survey completed today, r:ovember 5, 1975,
indicates that the city of Carbondale presently contains
approximately 2,300 people. Additionally, the immediate
surrouflding area (\'lithin 1 mi1e) contain'; approximately
another 700 people.

The reason for this type of rapid development are
attributed to the increased production in the coal mining
operatiDn in the area; the support personnel required to
service both the industry and the day to day needs of the
ne\-/ population; discovery of the scenie and recreational
va 1 ue of the a rea and a do~m va 11 ey movement from Ba sa It
and Aspen.

The major impactors on the comrnuni ty appcJr tG be
I.lid Continent Coal and Coke, Anshutz Coan Company, support
service providers too numerous to mention, and a cadre of
developers who are developing housing and recreational
facilities within the area.

The community of Carbondale is dealing I-lith the
prob 1 em in the fo 11 owi ng ways;

A. The to\-m fathers built a staff capabilHy i.e,
hired a city manager and a city planner.

B. Have developed a broad range of ordinances and
resolutions which attempt to anticipate and deal
with potential problems before they become real.

C. Ordinances developed to date are in my opinion,
progressive and c~nprehen5ive i.e. subdivision
regulations, mobile home ordinances, etc.

Their major purpose is to distribute growth in
such a way as to affect the long term residents
and the orig.inal community is a minimal Ilay as
possible and yet provide for the new residents
and development the same sense of community
enjoyed by the long term residents.

D. The elected officials and their staffs appear to
be in a continual process of up-dating old infor-
mation and attempting to find out new information
in an effort to affect better decision m3king.

/I
~-~
. .
