Those communities in the B grouping <br />should be given second priority, C third, and 0 fourth. The E <br />grouping is not necessarily a fifth priority, it is a category including <br />loosely defined areas which require basic infrastructure investments <br />before they can be formed into viable communities. It must be realized <br />that this priority structure is only temporary in nature. Communities <br />are expected to move from one catagory, up or down, as the energy <br />industry shifts its emphasis. <br />
