It is universally praised, though many <br /> <br />differ sharply as to its definition and nature. Neither do all <br /> <br />agree over the appropriate role of water conservation in western <br /> <br />water resources management. The latter cannot be rationally discussed <br />without first having some understanding of the complex physical, <br />legal, social, economic and political context from which water <br />conservation must be viewed. This paper attempts to address water <br />conservation within this broad context. A dual definition is <br /> <br />proposed, and the potential benefits and limitations of water <br />conservation are briefly described. Further, various types of <br /> <br />water conservation measures are listed, and western state conservatio1' <br /> <br />programs are explained. Lastly, successful and/or innovative state <br />and local conservation activities are highlighted. <br /> <br />Background <br /> <br />Early European settlers, and to a lesser extent ancient native <br /> <br />Americans, made arid western lands blossom and produce through a <br />combination of hard work and the wise use of water.
