<br />APPENDIX A <br /> <br />June 14, 1955 <br /> <br />CHARTER <br />FOR AN <br />ARKANSAS-HHlTE-RED BASINS INTER-AGENCY, COMl-II1TEE <br /> <br />. <br /> <br />1. INTRODUCTION - In accordance with a direc:tive from the President <br />dated May 19, 1950, the Arkansas-White-Red Basins Inter-Agency Committee <br />was organized for the purpose of preparing an integrated coordinated report <br />as authorized in Public Law 516, Blst Congress, 2nd Session. This report <br />will have been completed on 30 June 1955 and the mission of the Committee <br />will have been completed as of that date. A new Federal Inter-Agency agree- <br />ment on coordination of water and related land resources activities was <br />approved by the President on May 26, 1954. In accordance with the desires <br />of the Federal agencies and States concerned, this Charter establishes a <br />new Arkansas-\Vhite-Red Basins Inter-Agency Committee in consonance with the <br />new Federal Inter-Agency agreement. <br /> <br />2. PURPOSE - It is the purpose of this agreement to provide in the <br />Arkansas, ,lliite and Red River Basins improved facilities and procedures for <br />the coordination of the policies, programs, and .activities of the Departments <br />of .the .Interior; Commerce; Labor; Agriculture; Health, Education, and <br />Welfare; and the Army; the Federal Power Commission; and the States in the <br />field of "ater and related land resources investigation, planning, construc.- <br />tion, operation, and maintenance; to provide means by which conflicts may <br />be resolved; and to provide procedures for coordination of their interests <br />with those of other Federal, local governmental, and private agencies in <br />the water and related land resources field. <br /> <br />3. ESTABLISHz.IE,'NT- <br /> <br />(a) For this purpose there is established an Arkansas-,lliite-Red <br />Basins Inter-Agency Committee to be comprised of representatives of the <br />Departments of the Interior; Commerce; Labor; Agriculture; Health, Education, <br />and Welfare; and the Army; the Federal Power Commission; and any of the <br />States of Louisiana, Missouri, Arkansas, Texas, Kansas, Colorado, Oklahoma <br />and New Mexico which accept an invitation to participate. <br /> <br />(b) The Federal members on the Committee shall be designated by <br />the head of the Federal agency they are to represent and shall preferably <br />be resident in the area. <br /> <br />(c) The Governor of each of the States concerned will be invited <br />to be a member of the Committee. <br /> <br />(d) Committee members may designate other officials to serve as <br />al terrHi.tes. <br /> <br />J <br /> <br />(e) Federal agencies will participate in the work of the Committee <br />in accordance with their respective responsibilities and interests and with <br />the intent of the "Inter-Agency Agreement on Coordination of Water anO- Related <br />Land Resources Activities" as approved by the President on May 26,1954. <br /> <br />A-I <br />
