J. . <br />.iVJ <br /> <br />ANNUAL REPORT <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />Yeor Ending December 31, 1968 <br /> <br />THE BOARD <br /> <br />Statutory Responsibilities <br /> <br />The Colorado River Board of California was <br />created as a State agency by the Legislamre <br />under Chapter 838, Statutes of 1937 (Sections <br />12500 to 12533, State Water Code). It has the <br />statutory responsibility of protecting the inter- <br />ests of California, its agencies and citizens in the <br />water and power resources of the Colorado <br />River System. The Board is composed of six <br />members appointed by the Governor, each nomi- <br />nated by one of the public agencies of California <br />having established rights to the use of water or <br />power from the Colorado River. These agencies <br />are: Imperial Irrigation District, The Metropoli- <br />tan Water District of Southern California, City <br />of Los Angeles-Department of Water and <br />Power, San Diego County Water Authority, <br />Coachella Valley County Water District, and <br />Palo Verde Irrigation District. As the statutes <br />provide, the Chairman of the Board, elected by <br />the members, serves ex officio as Colorado River <br />Commissioner of California. <br />Sections 12528 through 12 53 2 of the State <br />Water Code state the duties of the Commissioner <br />and Board as follows: <br /> <br />12528. The commissioner shall consulr and ad- <br />vi,e with Ihe board in exercising the powers and <br />performing Ihe duties enumerated in this chapler <br />and make such reports and recommendations as <br />he deems proper or as Ihe board requests, 10 the <br />end rhat the rights and interests of Ihe State, its <br />agencies and citizens, in, to, and in respect of, the <br />water of the Colorado River System and the u,e <br />thereof may be properly safeguarded and pro- <br />tected. <br />12529. The commissioner shall exercise on be- <br />half of Ihe State every right and power granted <br />to rhe State or to any representative of ir by Sec- <br />tion 16 of Ihe act of Congress designated the <br />"Boulder Canyon Project Acr." <br /> <br />12530. The commissioner shall investigate past, <br />present, and potential uses of the water of Ihe <br />Colorado River Svstem within and without the <br />State. . <br />1253 1. The commissioner shall investigate, co- <br />ordinate, collect, and preserve information, facts, <br />and data bearing upon the claims of all States and <br />of all public or private agencies within and with- <br />out the State to and in respect of the water and <br />the use of water of the Colorado River System. <br /> <br />12532. The commissioner ,hall confer with <br />representatives of other States in Ihe Colorado <br />River basin, representatives of the United States, <br />and others concerning problems and measures re- <br />lating to the development of the Colorado River <br />basin, the u,e of the water of the Colorado Ri ver <br />System, and the protection of the interests therein <br />of the State and of the United States, and shall <br />negotiate respecting such problems and measures <br />and discuss the same and formulate and recom- <br />mend to the Governor and the Legislature mea'- <br />ures, agreements, and legislation deemed for the <br />benefit of the State and Ihe United States. <br /> <br />Pursuant to the Water Code, the office of the <br />Board is located in the City of Los Angeles. <br />Regular meetings are held monthly and special <br />meetings upon the call of the Chairman. <br />The Attorney General is legal counsel to the <br />Board. <br /> <br />Personnel Changes <br /> <br />Board membership was unchanged during <br />1968. Raymond R. Rummonds continued to <br />serve as Chairman and Colorado River Com- <br />miSSIOner. <br />On March 7, 1968, Dallas E. Cole, Chief <br />Engineer of the Board since April 1962 retired <br />from state service after having been employed <br />by the Board for 23 years. On March 6, 1968, <br />the Board unanimously adopted a resolution in <br />honor of Mr. Cole expressing "sincere appre- <br /> <br />9 <br />
