<br />_,-, ~ f- \1 <br />G.Liv <br /> <br />Studies of water supplies and future water and land requirements in both the Northwest and <br />the Southwest are being conducted under the Federal-State Type I Comprehensive Framework <br />Planning Studies program. These studies are proceeding rapidly to their scheduled completion in <br />July 1971. The Board has been participating fully in these studies for the Lower Colorado Region, <br />and has coordinated its efforts with those of the Upper Colorado and California Regions. <br />The parties in the Supreme Court suit, Arizona v. CalifoTllia, et aI., did not actively pursue the <br />settlement of their claims to "present perfected rights" (pre-1929 uses) to Colorado Ri~'er water <br />during most of the year, as efforts were concentrated in the passage of P. L. 90-53 7. In December <br />1968, a committee comprised of state and federal representatives again commenced efforts to <br />achieve a negotiated settlement of these claims. The Board's staff provides engineering support to <br />the Attorney General in this action. <br />The salinity of the Colorado River continues to be a subject of deep concern to the Board. <br />In 1967, California concurred in a proposal of all the basin states that adoption of numerical <br />salinity standards on the Colorado River be postponed until the Federal 'Vater Pollution Control <br />Administration completed a study analyzing sources and effects of mineral pollution. This study <br />was to be completed by the cnd of 1968, but it still has not been released to the states. Upon <br />release of this report, the Board will renew its efforts with other California agencies and repre- <br />sentatives of other states to establish workable salinity standards. <br />In summarizing the events of the past year, I believe that they represent the beginning of a new <br />era on the Colorado River. We are hopeful that major issues can continue to be resolved in the <br />future through cooperative efforts rather than protracted litigation. <br /> <br />Respectfully submitted, <br /> <br />~t~ <br /> <br />RAYMOND R.
