Power was generated at all
Colorado River Storage Project plants through-
out the year. Lake Mead remained above rated
power head level and the Colorado River Stor-
age Project reservoirs, except at Fontenelle on the
Green River, remained above minimum power
operating levels throughout the 1966-67 and
1967-68 water years. Operating levels in Lake
Mead and the Colorado River Storage Project
reservoirs at the ends of the two water vears are
shown in Table 8. .

Tobie 8
WATER SURFACE ELEVATIONS OF MAJOR
COLORADO RIVER 8ASIN RESERVOIRS

Net
Chang~
E/trJali'on ElrfJation During
9/30/67 9/30/68 Yea,
(Fut Ahof}( Sta Lrod)

Storage
.4bOflt
Designated Minimum
Minimum Optrating
Pou'U L~tl
Oprrating 9/30/68
(/000 A.F.)

LakeMead.__.u 1130.2 1136.4 + 6.2 1083 4.994
Lake PowelLu._ 3528.5 3545.4 +16.9 3490 3,388
Flaming Gorge___ 6012.3 5992.8 -19.5 5871 1,886
Blue Mess.______ 7469.2 7499.6 +30.4 7393 577
Fontenelle.______ 64-35.0 6500. 7 +65.7 6475 ]62

,
I'
,I
I~

The Glen Canyon Filling Criteria provided
that the United States would recompense either
in power or money any deficiency in firm energy
generation at Hoover power plant caused by
initial filling of Colorado River Storage Project
reservoirs. The filling period was defined as the
time interval from initial storage in Lake Powell
(March 13, 1963) to the date when Lake Powell
first attained elevation 3,700 feet (27.0 million
acre-feet total storage) and Lake Mead was si-
multaneously at or above elevation 1,146 feet
(17.0 million acre-feet available storage) or May
31, 1987, whichever occurred first. Section 502
of P.L. 90-537 provides that the Upper Colo-
rado River Basin Fund shall be reimbursed for
the money expended to meet deficiencies in

generation at Hoover Dam during the filling of
Colorado River Storage Project reservoirs. The
initial reimbursement will be provided from the
Colorado River Development Fund established
by the Boulder Canyon Project Adjustment Act
at a rate of $500,000 a year commencing in fiscal
1970. Any deficiency remaining as of June 1,
1987, will be paid from the Lower Colorado
River Basin Development Fund established by
PL 90-537.

Plate 11 shows the computed power genera-
tion at Hoover power plant and actual storage
in Lake Mead as well as the computed power
generation and storage absent the filling of the
Colorado River Storage Project reservoirs. The
1967 -68 energy deficiencies at Hoover power
plant and the accumulated deficiency since Glen
Canyon closure, are shown in Table 9.

Tobie 9
FIRM ENERGY DEFICIENCY AT HOOVER POWER PLANT
CAUSED BY FILLING OF CRSP RESERVOIRS
(Millions of KW -Hrs)

1967-68

Computfd Compuud
POTL'U Powrr
Gfnfrationl Gnuration1
Abunt with
Fi/iing Filling
of CRSP of CRSP
RfU1TIoirs Rnfrt'oirs

.1ccumu-
lated
Defiriency

Tota/
Computed
Deficiency
During
Month'

Accumulated Defi-
ciency as of 9/30/67_ 3515'
October-1967 _ __ _ ___ 344 238 106 3621
November _ _ _ _ _ _ _ ~ _._ 293 230 63 3684
December _ _ _ _ _______ 276 147 129 3813
fanuary-1968-----__ 288 164 124 3937
ebruary _ u _ _ _ ~ u u_ 297 206 '91 4028
March_ _ _ _ __________ 362 352 10 4038
ApriL_ _ ___ _ _ __ _ __ _ __ 384 365 19 4057
May________________ 405 353 52 4109
June________________ 356 313 43 41S2
July____nnnnm. 3S9 316 43 419S
AugusL________ __ ___ 331 290 41 4236
Septernber.__________ 302 278 24 4260

l Computed at 83 percent efficiency in accordance with filling criteria for uke
Powell adopted April 4. 1962.
.
