<br />2. the principles and standards should be modified to provide for <br />the inclusion of the regional development objective in the formulation and <br />evaluation of each water resource project; <br /> <br />3. (a) projects for which feasibiiity reports have been completed <br />should not be reviewed in accordance with new principles and standards, <br />and (b) proj ects authorized by the Congres s for construction should not be <br />reviewed in accordance with new principles and standards for a minimum <br />of five yeqrs after formal adoption of the new principles and standards; <br /> <br />4. contributions of water resource development to the security of <br />health, life, property and to the national security should be included as <br />direct objectives of water and related land resources planning; and <br /> <br />5. the adopti0n of principles and standards under which water and <br />related land resources projects are to be formulated and evaluated should <br />be deferred untii they can be adopted and implemented in coordination with <br />revised cost-sharing and reimbursement policies; <br /> <br />BE IT FURTHER RESOLVED that the Water Resources Council is to be <br />commended for accomplishing the complex and difficult work leading to the <br />publishing of its "Proposed Principles and Standards for Planning Water and <br />Related Land Resources" in the Federal Register and providing consultation <br />with interested Federal, State, and local entities; <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution be transmitted <br />to the director and each official member of the Water Resources Council, <br />the director of the Office of Management and Budget. the Congressional <br />delegations of Colorado, New Mexico, Utah, and Wyoming, and other <br />interested entities. <br /> <br />CERTIFICATE <br /> <br />I, IVAL V.
