<br />Interagency coordination in the EIS process <br /> <br />Interagency coordination will be a basic way of doing <br />business as the Glen Canyon Dam Environmental <br />Impact Statement (GCD-EIS) is prepared. To facilitate <br />this, all cooperating agencies will meet throughout the <br />EIS process at key check points to review work <br />progress, provide policy guidance to the EIS writing <br />team and, in general, oversee the project. Each <br />cooperating agency is responsible to help facilitate the <br />EIS procl"ss; however, they also retain the right to also <br />work on EIS issues through that agencies normal chain <br />of command from the ground level up to the <br />appropriatl" Assistant 5l"cretary of the Interior or, in the <br />case of Western Area Power Administration, through <br />the Secretary of Energy. <br /> <br />The coopl"rating agency representative is a <br />management level official from the following Federal <br />and State agl"ncies and Indian tribes: <br /> <br />Department Of The Interior <br /> <br />Bureau of hu!ian Affairs <br />Bureau of R<'damation <br />Fish and Wlldlife Service <br />National Park Service <br />Office of Environmental Affairs <br /> <br />Department Of Energy <br />Western Area Power Administration <br /> <br />State <br /> <br />Arizona Game and Fish Deparllnent <br /> <br />Indian Tribes <br /> <br />Hopi Indian Tribe <br />Navajo Nation <br /> <br />The Havasupai and Hualapai Indian Tribes also have <br />been invited to be coopl"rating agencies. Advisors to <br />the committee are Dr. Duncan Patten, Arizona State <br />University and GCES Senior Scientist, and Bob Moeller, <br />Department of the Interior Office of the Solicitor. <br /> <br />According to the regulations {or EIS preparation, <br />'cooperating agency' means any Federal agency other <br />than a lead agency which has jurisdiction by law or <br />special expertise with respect to any environmental <br />impact involved in a proposal (or a reasonable <br />alternative) for legislation or other major Federal action <br />significantly affecting the quality of the human <br />environment. A state or local agency of similar <br />qualifications or, when the I"ffects are on a resl"rvation, <br />an Indian Tribl", may by agreement with the lead agency <br />become a cooperating agency. <br /> <br />Coordination and cooperation will also ex lend to E1S <br />preparation. The EIS Team includes broad <br />membership. The selected individuals, specific duties <br />of the team, and timetables, will bl" describl"d in the next <br />issue of the newsletter. <br /> <br />Speaking of timetables, as stated in the report on <br />scoping in this newsletter, the timelable for the ErS has <br />been extended an additional year. 111is is important to <br />the researchers and the EIS team since the Information <br />obtained from thl" research river flows taking place now <br />through July 1991 can bl" bl"tter incorporated into the <br />draft BIS. <br /> <br />What's coming in future newsletters? <br /> <br />This is the first of a series of <br />newslettl"rs to be issued throughout <br />thl" GCD-EIS process. As you can <br />tell from this full edition, thl"re's a <br />lot of Information to convey. <br /> <br />Hl"re's a projected look at what's <br />coming in future issues: <br /> <br />· A summary of the Scoping Re- <br />port, including an identification <br />of the major issues, concerns, <br />and suggested alternatives <br /> <br />* us GOva::NMENT PFlNlING OffiCE: 1990-776-019 FE310N NO.8 <br /> <br />· A review of the makl"up of the <br />ElS team and a look at their <br />functions <br /> <br />· A review of the plan of work for <br />the EIS team, including princi- <br />piI" tasks and time lines. <br /> <br />· A discussion of the process to be <br />followed in the formulation and <br />sell"ction of alternatives for <br />study in the GCD-EIS <br /> <br />As you rl"ad this newsletter, we <br />would like to stress that suggestions <br />and comments are welcome.
