This <br />situation dictates that wecollectiveJr <br />give our best to assure that all of the <br /> <br />complex issues are fairly and <br />accurately discus..c;ed and displayed. <br />J am committed to a fair, objective, <br />and open process that will produce a <br />sound document upon which <br />decisions will be based. I believe that <br />the significance of each of the <br />resources needs to be recognized and <br />treated. carefully and purposefully. <br />\Ve will assure that each issue is <br />considered in the fullest as we <br />attempt to prilgmatically r~olvt' the <br />issues and formulate potentially <br />workable solutiollS. <br /> <br />My view is that all of the necessCH)' <br />skills are available to us collectivel)' <br />to provide sound advice upon which <br />these critical decisions can be milde. <br />J will need the cooperation and <br />constructive help of many <br />individuals to flccomplish the <br />manClgement responsibilities of the <br />lead agency. I encourage rou to <br />support the process and work <br />toward providing the lx>st possible <br />product for use by the decision <br />makers. <br /> <br />Colorado River Studies Program <br /> <br />1111:" Colorildu River Studies Program is comprist.'li of <br />two important and inter-related parts: 1) Glen Canyon <br />FllVinlllnlt'ntal Studies (GeES) and 2) the Glen Canyun <br />Dam EnvironmentallmpactStatement (GCD-EIS), 1he <br />~'ro&ram is administered by the Upper Colorado <br />Hegion, Bureau of Reclamation. <br /> <br />Information collected from 1982 to 1988 is commonly <br />referred to as GeES Phase I. Subsequent studies now <br />ongoing are called GCES Phase II. <br /> <br />lh! GCD-EIS will use GCES information and other <br />input to compl)' with the N"tional Environmenti'll <br />roliq' Act. It will present an analysis of reasonable <br />"Itprnatives. <br /> <br />After tlw GCD-ElS is completed, the program will <br />include monitoring and selected research flctivities to <br />provide follow-up information on the effects of <br />dt'Cisions that are made conceming the operation of <br />Glen Canyon Dam. <br /> <br />The establishment and management of the Colorado <br />River Studies Program responds to the high natmal <br />resource values, the diverse public interest, and the <br />complex management needs that are im'olv{'d with the <br />operation of Glen Canyon Dam and the associ, led <br />conditions in the Colorado River corridor. <br /> <br />3 <br />
